Luís Meirinhos Soares is an international consultant and auditor specialising in Quality Assurance and Quality Control of medicines, biotechnological products, and medicinal cannabis, with over 25 years of experience in official control laboratories and pharmaceutical regulation.

Holding a degree in Biochemistry from the University of Coimbra and a Master’s in Biotechnology from Instituto Superior Técnico, he built a solid career at INFARMED, I.P., where he served as Director of the Biology and Microbiology Laboratory (OMCL) and as a member of the European and Portuguese Pharmacopoeia Commissions. During this period, he led quality management systems accredited to ISO 17025, pre-qualified by the WHO, and participated in the EDQM Mutual Joint Audit Scheme.

As an independent GMP and GACP Consultant and Auditor, and expert for the WHO, UNDP, EU, and UNICEF, he has supported Regulatory Authorities and Medicines Quality Control Laboratories across Africa, Asia, and Europe, encompassing audit projects, implementation of quality management systems, equipment qualification, and laboratory facility design. He is a trainer in Good Manufacturing Practices (GMP), Good Distribution Practices (GDP), and Good Agricultural and Collection Practices (GACP), as well as author and co-author of scientific publications in the fields of Microbiology and Medicines Quality Control.
